A 10 minute mile is the average time for most distance runners. It is neither a jog nor a sprint but a good stepping block to pace your runs. If you run a 10 minute mile in a marathon, you would complete the race in a little less than 4 1/2 hours. Running a 10 minute mile is not as difficult as it sounds. If you are already a runner, picking up your speed is as easy as forced timed treadmill workouts. If you are not a runner, building up to a mile will take a little time but is doable with dedication. Start slowly and build up. You will not be able to run 10 minutes on the first day. Your body and lungs need time to get used to the idea, but they will if you are persistent. Begin either on a track, a trail or a safe road on which you are comfortable. Run or jog at an acceptable pace for your body for 2 minutes, followed by 5 minutes of walking. Repeat this 4 times. The workout will end being 8 minutes of jogging cut by 20 minutes of walking. Do this exercise 3 to 5 times a week, depending on your time goal. Do not run more than 5 days in a row without a rest day. You can time in your head, but using a stopwatch, wristwatch, MP3 player or cell phone would be most ideal. Increase your time. After one week of 2 minute runs followed by 5 minutes of walking, increase the run time to 3 minutes followed by 4 minutes of walking. Repeat daily and increase to 4 3, 6 2, and 8 1, and then finally 10 0 as you feel able. Do not give more than one week on each, you need to push yourself to increase at least once, twice or even three times a week. At the end you will be able to run 10 minutes regardless of if it is one mile or not. Once you can run 10 minutes, you will begin training to quicken your pace and gradually extend your distance ability. Quicken your pace. If you can run, but slightly slower than 10 minutes a mile, you can use training methods to increase your speed. First is to time yourself if you are running against a clock or a stopwatch, you will automatically feel the pressure to increase your speed. Treadmills are great training tools as you can set yourself to run a 10 minute mile and then transfer that pace to the open road. Other ways to increase speed are to incorporate sprints into your running workout. Three meter sprints will increase lung capacity and will allow your body to adjust to speed increases. Sprints are much faster than 10 minute miles, so if you can get through sprints, you can get through a 10 minute mile. The price was noted by Manitoba Conservative MP Joyce Bateman in a June 2 letter to a constituent in which she reiterates her government's plan to transfer ownership of ELA to a university or private business. "This facility will be very attractive to them, especially given recent investments, and the federal government is committed to offering a transfer of ownership for a nominal fee of $1," Bateman wrote. The price tag of $1 will net the buyer 40,000 square feet of research and living space in 19 buildings. Ottawa has invested $3.5 million in the buildings in the last 10 years, including $850,000 for three new labs as part of the Economic Action Plan in 2009. NDP MP Pat Martin said it's fiscally reckless for the government to be selling such a valuable asset for a pittance. "They just dumped millions into it and they're willing to hand it over for a buck?" he questioned. The lakes on which research is conducted are owned by the Ontario government. Last month, ELA scientists were told the government is getting out of the project and cancelling its $2 million annual budget in 2013 because ELA no longer is aligned with its priorities. "The freshwater research being conducted at a variety of other facilities across the country will meet the research needs of the department." said Erin Filliter, director of communications for Fisheries Minister Keith Ashfield. In her letter, Bateman said there is still federal funding available for ecosystem research, including "similar ongoing lakes research being done under the auspices of Environment Canada in the lakes of Saskatchewan." Six former ELA scientists wrote to Bateman saying they were astonished by her letter. "We find much of the information that you have included to be factually incorrect, incomplete and misleading to your constituents," they wrote, on June 11. They took issue with her saying the research done at ELA no longer aligns with the department's priorities of fish populations, climate change and ecosystem management. "The ELA is carrying out research specifically addressing the objectives and goals of DFO that you have listed in your letter," they wrote. They attacked her suggestion the number of projects being conducted is down but costs are up, saying the number of projects has not declined and the operating costs are the same as they were in 1990, "without adjusting for inflation!" Raymond Hesslein, who worked as a senior scientist at ELA for 30 years, said while there is research being done on lakes in Saskatchewan "to compare it to the work going on at ELA is a crazy comparison." Scientists from around the globe have lobbied the Conservatives to reverse the decision on ELA, noting the facility is the only one in the world doing entire ecosystem research on freshwater lakes. Its work has led to global policy changes on issues such as acid rain, hydroelectric dams and mercury. Bateman did not respond to a request for an interview. Hesslein said he doesn't know the government's motivation for selling the ELA, but said at the very least the government should give ELA more than nine months to try to find new funding partners. And besides, hasn't Ms. Frazier assured her subjects that the aforementioned brochure on the Piney Run project will be "nicely printed"? Of course, there was the initial impression given by the ruling duo that the descriptive pamphlet would be mailed to the homes of the body politic to assure a broad dissemination of vital public information on this $14 million project. But that was before the cautious couple noticed how postal rates had gone up this year. Ever conscious of saving pennies when spending millions, they decided instead to print only 2,500 copies and place them in county libraries and senior centers. That will save $1,800 in postage stamps alone. By not printing 10,000 copies of their chef d'oeuvre, the duarchy will save the hard pressed county at least $2,000. Remember that Ms. Frazier suggested earlier this year that the county might be able to cut the property tax rate if it could manage to hold down spending? No library or senior center near you to grab a copy? Well, you can always read the sophisms of Commissioner Frazier on the subject on the Carroll County government Web site. It's not the same as a nicely printed brochure, but it contains the same ideas that drove the two commissioners to hastily approve the long shelved project way back in July of last year. Well, actually what drove the executive decision was an impasse with the owner of Liberty Reservoir, Baltimore City. The county commissioners didn't want to be told by the mayor of Baltimore how to zone the county lands and manage the county's economic development. And they didn't want Carroll water users to be held hostage to whatever rates the city might choose to impose in the future; Baltimore raised its water rates 20 percent last spring. Since Carroll depends on drawing 3 million gallons daily from the huge reservoir, and would like to get more, the Piney Run plant would serve as a sort of declaration of independence from city water and city interference in zoning. Commissioner Gouge has long urged a more conciliatory approach toward city concerns in obtaining future water supplies from Liberty Reservoir. She'd also rely on drilling and using more high yield wells inside the county to quench the growing local thirst. She objects that the brochure misleads Carroll residents in stating that the Piney Run plant will pay for itself in 10 years and in its assertion that the new plant will meet South Carroll's water demands in periods of drought. There's also public apprehension that boating and fishing activities at Piney Run Lake would be curtailed by using it as a water supply. Commissioner Frazier dismisses that concern in the brochure. Of course, these points of dispute should be raised for serious consideration by the county's elected leaders. They should be analyzed by the county experts on finance and hydrology to see if they have merit. But guess what? Commissioners Dell and Frazier maintain they've already studied these angles very carefully and rendered their joint Solomonic judgment. Nothing's going to rock them from their decision. Especially not the opinions of people who attend public hearings, whose objections are already well known.
