Realities of Suburban Expansion
It is critical not to ignore the reality that suburban expansion will continue in areas not served by public water and sewer (thereby limiting density) and far from transit lines.
Many people close their eyes to that reality, choosing to believe in the potential of TDRs (transfer of development rights), PDRs (purchase of development rights), and Urban Growth Boundaries, none of which are in reality likely to become highly effective tools for most communities at the metro-edge.
